Die Japaner führen mit inhaftierten Chinesen und Weissrussen grausame Experimente durch, um die Folgen ihrer schrecklichen Errungenschaften zu testen. Mittelpunkt des Films ist eine Gruppe japanischer Kinder, die zu willenlosen Kampfmaschinen erzogen werden sollen und von ihren Lehrern beigebracht bekommen, wie sie mit den Untermenschen, den "Marutas" (jap. für "Feuerholz") umzugehen haben. Das alles geschieht unter der Führung des sadistischen und unmenschlichen Generals Jiro Ishii, der, wie es der Film zum Ende hin andeutet, nach dem Krieg von den Amerikanern geschützt und zu eigenen Zwecken verwendet wurde. Im Gegensath zu Ishii handelt der Sicherheitschef des Lagers, Takamura, nicht aus bloßer Boßhaftigkeit. Er glaubt fest an den wissenschaftlichen Nutzen der Arbeit, die im KZ geleistet wird und verteidigt sie, als am Ende das Lager vernichtet werden soll, mit seinem Leben.
